What makes the Spirit a person and not a thing? What makes a person a person and not a thing? A soul, which has a will, desires, and emotions.
Among other things, the Holy Spirit is called the Comforter and the Helper. My thpughts can be unholy. My desires can be very selfish. My emotions can be easily offended. That is why we need the Spirit, the Helper. He is given to us to help us think as God thinks, desire what He desires, and feel what He feels.

“Here is my servant whom I have chosen, the one I love, in whom I delight; I will put my Spirit on him, and he will proclaim justice to the nations.
Matthew 26:38 NIV
Then he said to them, “My soul is overwhelmed with sorrow to the point of death. Stay here and keep watch with me.”
Hebrews 10:38 NKJV
Now the just shall live by faith; But if anyone draws back, My soul has no pleasure in him.”
God has a soul! He also has thoughts:

Therefore if there is any consolation in Christ, if any comfort of love, if any fellowship of the Spirit, if any affection and mercy, fulfill my joy by being like-minded, having the same love, being of one accord, of one mind. Let nothing be done through selfish ambition or conceit, but in lowliness of mind let each esteem others better than himself. Let each of you look out not only for his own interests, but also for the interests of others. Let this mind be in you which was also in Christ Jesus,
John 16:13-15 NKJV
However, when He, the Spirit of truth, has come, He will guide you into all truth; for He will not speak on His own authority, but whatever He hears He will speak; and He will tell you things to come. He will glorify Me, for He will take of what is Mine and declare it to you. All things that the Father has are Mine. Therefore I said that He will take of Mine and declare it to you.
The Spirit will guide us. Ask Him to reveal God’s will to you. Ask Him to show you the way He would have you go, opening doors you should walk through, and closing those you should not.
Acts 16:6-7 NKJV
Now when they had gone through Phrygia and the region of Galatia, they were forbidden by the Holy Spirit to preach the word in Asia. After they had come to Mysia, they tried to go into Bithynia, but the Spirit did not permit them.
How can we know the will of God? His general will is in the Bible. His specific will for each of us comes through the Helper.
Before Jesus, there were long periods of time where only one or just a few select people could hear God’s voice.
Acts 2:17-18 NKJV
‘And it shall come to pass in the last days, says God, That I will pour out of My Spirit on all flesh; Your sons and your daughters shall prophesy, Your young men shall see visions, Your old men shall dream dreams. And on My menservants and on My maidservants I will pour out My Spirit in those days; And they shall prophesy.
Wherever God places His Spirit, His voice is heard. The Spirit is not some kind of force. He is a person. We develop our relationship with the Lord through Him, by talking with Him, which the Spirit makes possible.
People worry about giving up their will. But are we really missing out on anything that great by surrendering to God? We lay down that which gets us into so much trouble in return for the Spirit’s leading.
